I suggest to have Scrolls even if you put it only as a vote rewards.

Red Scroll - enable to use PT Skills Global
Scroll of Party Skill - Allows Party Skills to be stacked
Scroll of Acquisition - +1 LB/ GB

Etc..

Party Finder is useless without red scroll (Just a Thought)
